CSPD seeks public's help in locating at-risk teen

COLORADO SPRINGS — The Colorado Springs Police Department is seeking the public's help in locating a missing at-risk teen.

According to CSPD, 13-year-old Sebastian Rice was last seen in the area of 1400 W. Rio Grande St. around 9:30 a.m. Monday.

Sebastian is described as being 5'1" tall and weighing 100 pounds. He has brown hair and brown eyes. He was last seen wearing gray pants, a white and gray sweatshirt, and carrying a black bag.
