FORT CARSON, Colo. (AP) - Fort Carson has finalized conservation easements that create a 2-mile-wide buffer zone between the southern and southeastern parts of the post and nearby communities. Powers Blvd. construction project underway

There's a cone zone in Colorado Springs to avoid. Paving is underway on Powers Blvd. between Bradley Rd. and Milton E. Proby Pkwy. Expect lane closures, blocked left turn lanes, and reduced speeds.
