Goodwill to distribute heating bill help

The El Paso Board of County Commissioners HAS approved $462,000 to be paid to Goodwill Industries of Colorado Springs to provide services through the Low-Income Energy Assistance Program for the Department of Human Services. If you're having trouble paying your utility bill, Colorado Springs Utilities is encouraging customers to apply for LEAP, the federally-funded Low Income Energy Assistance Program.
