A Denver homeless man accused of kidnapping hikers near Nederland has been found incompetent to stand trial. A judge announced Thursday that Joseph Scott Carter, 43, was found incompetent by staff at the Colorado Mental Health Institute in Pueblo. Colorado needs to do a better job of tracking mental patients. That's according to a state audit released Monday examining three of nine escapes in the last fiscal year.
