Black Hills energy looking to cut solar-panel incentive plan

DENVER (AP) - Black Hills Energy is asking the Colorado Public Utilities Commission for permission to cut its solar-panel incentive program by about 75 percent. Pueblo City Council has approved $76.8 million dollar budget for 2011. City Manager Jerry Pacheco says in order to balance the budget, the city had to reduce personnel costs. More than a thousand homes in Pueblo lost power at around 10:30 a.m. Monday. A Black Hills Energy spokesman confirmed the outage, on Pueblo's south side.
