    Health officials are recalling 800,000 doses of swine flu vaccine after tests indicated they may not be potent enough to protect against the virus.     Custer County ran out of vaccine about two hours into its H1N1 clinic Friday morning. Other clinics are still planned in other cities over the next few days.
