US sent Latin youth undercover in anti-Cuba ploy

WASHINGTON (AP) - An Associated Press investigation finds the Obama administration secretly sent young Latin Americans to Cuba under the cover of health programs to provoke political change.

Internal documents obtained by the AP and interviews in six countries reveal the travelers worked undercover for a U.S. Agency for International Development program. They posed as tourists in Cuba and looked for young Cubans who could become political activists.

The project was fraught with risks and continued as an American contractor was arrested in Cuba. The travelers were given paltry security training and used an HIV-prevention workshop as a cover.

An AP investigation in April found USAID created a Cuban Twitter platform for political purposes. The agency's inspector general has begun investigating that program.

USAID says it's committed to supporting the Cuban people's desire to freely determine their own future.
