AUSTIN, Texas (AP) - The Texas Senate has convened to begin debate and ultimately vote on a bill to implement some of the nation's toughest abortion laws. Demonstrators on either side of the issue filled the Senate this afternoon, with state police lining the gallery to stop anyone from disrupting the proceedings. A Democratic filibuster and an angry protest prevented the bill from becoming law last month in the final minutes of the first special session. Democrats concede there is little they can do to stop the measure that would require abortion doctors to have admitting privileges at a nearby hospital, require abortions take place in surgical centers and ban abortions after 20 weeks.
