Surveillance restrictions debate

WASHINGTON (AP) - The House will consider legislation on Tuesday that would cut off funds for the National Security Agency's surveillance programs. It would also impose limits on the agency's operations. The restrictions are being considered as part of a $598.3 billion defense bill.
