Stormwater fees causing controversy

El Paso County and the City of Colorado Springs are stuck in a battle over what to do about unpaid Stormwater Enterprise fees. The city has tired to place liens against people who refused to pay the now defunct fee. El Paso County Clerk and Recorder Wayne Williams' office has refused to file them citing saying the fee violated the state constitution. We'll hear from both sides tonight on News First 5 at 10.
