A 14-mile levee system partially breached by floodwaters in southcentral Wisconsin is holding.

Columbia County Emergency Management director Pat Beghin says Wisconsin Department of Natural Resources workers monitored the levee overnight and will continue those efforts Tuesday. Beghin says about 25 homes remain occupied in Blackhawk Park, a neighborhood that has been cut off since floodwaters from the burgeoning Wisconsin River made its only access road impassable following days of heavy rain.

Some 300 people live in the neighborhood in Caledonia, just southeast of Portage.

Gov. Jim Doyle declared a state of emergency in Columbia County after the river reached a record high level. The declaration directs state agencies to assist in recovery efforts.
