Senate will have to return health bill to House

Senate Republicans have found minor glitches in a health care fix-it bill that will force it back to the House, and Democrats aren't ruling out the possibility of more flaws.

An exhausted Senate labored past 2 a.m. Eastern time on a stack of GOP amendments. Jim Manley, spokesman for Senate Majority Leader Harry Reid, says Republicans consulting with the chamber's parliamentarian had found "two minor provisions" that violate Congress' budget rules.

The provisions deal with Pell grants for low-income students.

Republicans have been hunting for such violations in hopes of bringing down the legislation. The two provisions are expected to be formally removed from the bill on Thursday.

Manley says Senate leaders expect the House to approve the revised measure. The Senate has scheduled passage of the health bill for this afternoon.
