Reports: FCC to propose 'Net neutrality' rules

Published reports say the FCC will propose new rules designed to ensure the free flow of information and applications over the Internet. The Washington Post and New York Times reported Saturday that FCC chairman Julius Genachowski will make the proposals in a speech Monday at the Brookings Institution.

The proposals - upholding a pledge Barack Obama made during his campaign for president to support Internet neutrality - would bar Internet service providers, such as Verizon, Comcast or AT&T, from slowing or blocking content flowing through their networks.
