WASHINGTON (AP) - A new report finds modest gains in the number of students graduating from high school.

It says the graduation rate in 2009 was 75 percent. That means that one in four students isn't getting a diploma in four years. The report will be presented Monday at the Grad Nation Summit organized by the children's advocacy group America's Promise Alliance founded by former Secretary of State Colin Powell.

From 2001 to 2009, it increased by 3.5 percentage points. The most significant gains were in 12 states, let by New York and Tennessee. Ten states saw a decline.

The group's goal is a 90 percent graduation rate by 2020. Only Wisconsin has met that benchmark, although Vermont is close.
