WASHINGTON (AP) - President Barack Obama is trying to strengthen his standing with many African-American voters, who are unhappy with the 16.7 unemployment rate for blacks. Obama will be addressing the Congressional Black Caucus tonight, and the White House says he'll use his remarks to note the jobs plan he sent to Congress two weeks ago.
