Portland police catch driver with teddy bear in HOV lane

Learn from this woman's mistake... a teddy bear passenger does not count as a "passenger."
According to KGW in Portland, Ore., Scarlett Zibritovsky of Vancouver was handed a $260 citation for failure to obey a traffic control device. Police pulled her over Friday in the High Occupany Vehicle lane. Her passenger was this teddy bear.
On top of that, officers say the seat belt was not properly on the "passenger" either.
