A Republican candidate who would be Colorado's first black member of Congress is running to try to unseat Democratic incumbent Ed Perlmutter in the 7th Congressional District.

Aurora City Councilman Ryan Frazier insists that race and history are not at the forefront of his mind as he prepares for an Aug. 10 primary with Lang Sias, a pilot and first-time political candidate.

The winner of that race will face Perlmutter, who was elected in 2006. The district is Colorado's newest. It was created after the 2000 Census after contested court hearings with Democrats and Republicans.

Colorado College political scientist Bob Loevy says Democrats fought to create a district that would be ruled by minority voters.
