Panhandling ordinance on council agenda

Colorado Springs City Council could implement new ordinances banning panhandling and fining those who give to panhandlers as soon as their next formal meeting on Tuesday.

The ordinances would establish panhandling free "zones" in downtown and on the westside, areas where the police tend to receive the most calls.

Rather than jail time, ticketed panhandlers would connected with members of the police department Homeless Outreach Team who would in turn help them find food, shelter and other services.

The City Council meeting begins at 1:00 p.m.
