DENVER (AP) - A group challenging a plan to start mining molybdenum near Crested Butte is making its case to the Colorado Mined Land Reclamation Board.

Wyoming-based U.S. Energy Corp., working with Thompson Creek Metals Co., won approval last year of a revised plan to build a mine tunnel at Mount Emmons.

The High Country Citizens' Alliance is appealing that decision. The group says the proposal represents not just prospecting, as state officials found, but mining development, which requires a more thorough review.

The group also says the company should be ordered to get locally required permits before activity begins, and post enough bond to cover costs of water-quality treatment.

A decision could come after a hearing Wednesday.
