Government safety regulators have found several rule violations at the Pueblo Vestas wind tower plant related to an accident that killed an employee last October.
John Keel, 21, was pinned between a forklift and a train while helping load wind towers on a rail car.
OSHA investigated and cited Vestas for five safety violations. They included improper training and allowing employees to walk or stand under industrial loading equipment.
OSHA proposed fines totalling $17,000.
A separate company, Transportation Technology Services, was cited for safety violations as well. Fines proposed for Transportation Technology Services, total $11,900.
