A crucial week is beginning for the disaster recovery effort along the Gulf coast as President Barack Obama heads there for his fourth visit to the oil spill zone.

Obama will wrap up the two-day visit with a national address and on Wednesday, he plans to lay down the law in a meeting with BP officials.

The administration is serving notice it's going to demand BP create a special account for paying out oil spill claims -- and put a "substantial" amount of money in the account. Adviser David Axelrod says BP's a profitable company, and it needs to be ready to make good on all the harm it's done.

Obama's Gulf Coast swing takes him to Mississippi, Alabama and Florida to assess a situation that Alabama Governor Bob Riley says is going from bad to worse. Riley was on CBS' "Face the Nation."
