The Obama administration has outlined its long-awaited plan to protect salmon in the Pacific Northwest.
The administration submitted the plan to a federal judge Tuesday in Portland. Officials say the plan would more aggressively protect declining fish runs and account for the effects of climate change.
The issue was hotly contested during the Bush administration and led to a long-running dispute in federal court over how to balance energy and utility needs in the Columbia River Basin with salmon and steelhead.
