PETERSON AIR FORCE BASE, Colo. (AP)-The commander of NORAD and the U.S. Northern Command says a suicide bombing at Moscow's busiest airport is a tragedy "that could have just as easily happened here."

Adm. James Winnefeld told The Associated Press on Tuesday the attack that killed 35 people shows that terrorists are determined and unrelenting, regardless of their nationality or cause.

Winnefeld says the U.S. and Russia aren't enemies when they face terrorism. He says both nations have to be perfect in defending against terrorism, because attackers need to exploit only one weakness to carry out a devastating attack.

Winnefeld declines to say what impact the attack might have on U.S security measures, saying that's a matter for the Transportation Safety Administration and Homeland Security Department.
