New child safety seat requirements

New child seat requirements are set to take effect in 2014. The new rule will require child-seat makers to tell parents not to use the lower anchors in cars if children and their car seats have a combined weight of 65 pounds.
Child safety advocates say, the reason is because the strength of the anchors cannot be guaranteed for heavier children.
