Manitou Springs City Council appears poised to extend its moratorium on retail sales, grow operations, and cultivation of recreational marijuana by a full month. The moratorium was set to expire on December 31, but Council will vote Tuesday night on an ordinance that would extend the moratorium to January 31. An ad-hoc committee is currently formulating a series of regulations for the potential implementation of recreational marijuana cultivation and sales in Manitou Springs and the extension of the moratorium will give them more time to complete their work. City Manager Jack Benson says he and the rest of City Council know the moratorium extension will likely be a disappointment to most. "Certainly there's a group of people that would like us to slow way down and put this off until November of next year," Benson said, "and then there are other people that would like to speed us up and I think Council is looking for a good middle ground here." The proposed ordinance to extend the moratorium will be discussed and voted on in a special meeting at 7:00 Tuesday at Manitou Springs City Hall, 606 Manitou Avenue. It is open to the public and there will be opportunity for public comment. It is the first item on the meeting's agenda.
