Man accused of dragging dog to death to plead guilty

A Grand Junction man accused of dragging a stolen dog to its death in Colorado National Monument
plans to plead guilty to a charge of aggravated cruelty to animals.

A lawyer for 38-year-old Steven Clay Romero filed notice last week in federal court in Denver of a plea agreement. Prosecutors allege Romero tied a German shepherd mix named Buddy
to the back of his pickup early Dec. 30 and dragged it several miles.

His sister, Melissa Lockhart, faces state charges accusing her of stealing Buddy and another dog from a pickup in Delta on Dec. 29. Investigators say she told Romero to "get rid" of the dog after it attacked a family cat. She has pleaded not guilty to a federal charge of misleading investigators in Buddy's death.
