Groups criticize Boulder's proposed underwear rules

Civil rights advocates and a Muslim students' group want the Boulder City Council to reconsider proposed rules promoting decorum during council meetings.
The rules, set for a vote in September, are intended to avoid the kind of incident that occurred earlier this year when a man stripped down to his boxer shorts while speaking before the council. He was protesting a proposed anti-nudity law.
The Boulder County chapter of the American Civil Liberties Union has criticized the proposed rules as too vague.
The Muslim Students' Association at the University of Colorado objects to a proposal that would prohibit people from covering their faces during public meetings. The group says that could discourage Muslim women who cover their faces from participating.
City officials say they'll consider public comments.
