''Free'' parking at random meters in the Springs

You can now park for free in downtown Colorado Springs. That is, if you are lucky enough to get one of two meters to be had each day. Starting today, the city's Parking System Enterprise will randomly make two meters free for shoppers and others doing business downtown. They say it's to help encourage people to come there and maybe put a surprise in someone's day.
