Academy Blvd and Westmeadow Dr. have reopened, and Fort Carson has given the all-clear for residents of neighboring apartment buildings to return home.

The El Paso County Sheriff's Office closed Academy after an artillery shell was discovered in some weeds Thursday morning. It was found under the S. Academy Blvd. bridge. Explosives teams from Fort Carson were called-in to recover the shell.

It turned out to be a dummy shell that was at least 20 years old. We're told it may have been a decoration in someone's home. There was never any threat.
