PUEBLO, Colo. (AP) - Black Hills Energy officials say they want to work with customers in Pueblo who can't pay their electric bills and face shutoffs.
Colorado vice president Chris Burke says he was unaware of complaints until city officials brought it up.
According to the Pueblo Chieftain, Burke says the utility had some flexibility in its reconnection fees and security deposits.
