Councilman floats new way to fill leaking pond

The city budget has been going through a drought, still one city councilman is hoping he can find a way to add water to a dried up duck pond in a prominent Colorado Springs park. City Councilman Tim Leigh thinks it can be done with litte of not tax dollars.
One of the duck ponds in Monument Valley Park is leaking from underneath and potentially seeping into nearby Monument Creek. Because of environmental laws it has to be fixed. It is close to a 150-thousand dollar fix and the city's budget problems make it a lower priority.
Councilman Leigh saw the problem and thought others who frequent the area may be willing to be part of the solution. "I call it a micro-constituency which would be people that are really interested in the pond and who will not only give dollars, but will give time and talent as well."
Leigh just put out feelers and is already hearing offers for help. If this idea of micro-constituency works, he thinks the same idea may work for other "low on the list" needs in the city.
