The Board of Commissioners in Fremont County has approved a temporary use permit to allow Christo's Over the River project to proceed.
The artist plans to drape about six miles of fabric over a 42 mile section of the Arkansas River between Canon City and Salida.
The plan approved unanimously by the commissioners this morning includes plans for rest stops and first aid stations and even an emergency helicopter in the canyon while the art is on display. The project is planned for two weeks in the summer of 2015.
Approval must still come from Chaffee County, the Colorado Department of Transportation and the Colorado State Patrol.
The opposition group, Rags Over the River, said the vote this morning was expected. Joan Anselmo said she is disappointed, but still believes the project can be blocked. The group has filed a lawsuit in federal court against the Bureau of Land Management.
