Colorado Gov. Bill Ritter is delivering the first round of budgets for the next fiscal year. The governor, who is required by state law to deliver the budget on Monday, is instead giving lawmakers a down payment with the budgets for Transportation, Agriculture and Public Health.

The rest of the budget will be delivered on Nov. 6, when Ritter is scheduled to brief lawmakers on his plan to balance the state budget for 2010 and 2011. Lawmakers say the delay in delivering the full budget was necessary this year because their budget analysts needed more time deal with the latest round of budget cuts announced just last week by the governor to deal with the budget for this fiscal year, which ends in June.
