City still wants Stormwater money

Colorado Springs City Council is asking the county treasurer to collect some $1,616,601 in delinquent stormwater fees by attaching any remaining balances to next year's property tax bills.

Council passed an ordinance on a 7-2 vote Tuesday to certify the delinquent stormwater fees. The ordinance lists the addresses of the 18,073 accounts who still owe money.

The city and county have been at odds over the collection of the fees. El Paso County Treasurer Bob Balink issued a statement says he will review the legality of the ordinance before making a comment as to whether or not he will collect the money.

The statement reads, "There are many issues to consider and discuss prior to making a final determination as to how we will proceed. We will work judiciously to address this in a most timely manner."

City Council created the Stormwater Enterprise in 2005 and collected more than $43 million in fees from property owners between 2007 and 2009. In November of 2009, voters passed Issue 300 which blocked the city from receiving money from the Stormwater Enterprise and dissolved the entity over a period of 8 years.
