The artists Christo and Jeanne-Claude promised each other years ago that they'd suspend miles of fabric over the Arkansas River in Colorado.
Last November, Jeanne-Claude died, leaving Christo to seek a permit from the U.S. Bureau of Land Management for the project, dubbed "Over the River." BLM is due to release a draft environmental impact statement on the plan this month.
Opponents have concerns about safety and the project's effect on the environment.
A final decision isn't expected until next year at the earliest.
The husband-and-wife team are known for many outdoor projects - including "The Gates," an extravaganza in New York City's Central Park in 2005.
