Laws carrying out voter-approved decriminalization of marijuana in the mountain resort of Breckenridge are nearly complete.

The town council has approved draft regulations making it legal for adults 21 and older to possess up to 1 ounce of marijuana. The draft ordinance would also allow people to have paraphernalia and to transfer without sale less than an ounce of pot to other people.

Selling marijuana is still a felony. Use of marijuana at the Breckenridge ski area is still illegal under the Colorado Ski Safety Act.

About 71 percent of Breckenridge voters who cast ballots Nov. 3 backed decriminalizing pot. The new law takes effect Jan. 1.
