In about a week Black Hills Energy customers will have to pay more on their utility bills. The Colorado Public Utility Commission approved a 4.9% rate increase. Black Hills Energy says the average residential customer will pay about $17 more a month on their bills; small business customers will pay about $63 more each month.

Black Hills Energy says it originally requested an 18.8% rate increase, but there were strong objections by many in Pueblo.

The rate increase goes into effect on Jan. 1, 2012.
