After years of belt tightening, many city departments in Colorado Springs are seeing minor budget increases this year. It is a positive trend, but for some departments there remain big differences between what they want to do and what they can do in 2011.
The Streets Division for example, got a half million dollar bump, up to 11.5-million dollar, but streets managers say they're still falling behind. Streets Operations Manger, Bard Lower says "To do a mile of Academy it can take several million dollars so 500-thousand isn't very much."
