TOKYO (AP) - Japan's nuclear safety agency is reporting an emergency at a second reactor in the same complex where an explosion occurred earlier. The agency says the cooling system has now malfunctioned at the plant's Unit 3. The plant is one of two damaged in Friday's earthquake and tsunami.
