MATAMOROS, Mexico (AP) - The remains of Hurricane Alex are moving inland, after weakening to a tropical storm.
Forecasters say the main threat now is likely to be heavy rainfall. Much of the Mexican border city of Matamoros has been flooded, and at least 2,500 people there are in shelters.
In Texas, officials closed the causeway to South Padre Island and 9-foot waves were reported on the island's beach. More than 1,000 people in low-lying Hidalgo and Cameron counties fled to storm shelters.
