The September 11 Memorial now charges a reservation fee.
Visitors who reserve passes on line or over the phone are now charged two dollars.
The New York Post reports the fee was enacted last month.
There's no charge for admission at the memorial and no fee for same-day passes.
The paper reports some victims' relatives are outraged, saying the fee violates the mission of the memorial.
The memorial's president tells the paper the money will support operational needs.
