El Paso County Commission chairman Dennis Hisey will deliver the 2010 State of the Region address at 11:30 a.m. Monday at the Antlers Hilton Hotel in downtown Colorado Springs. The address is entitled "A Vision for 2011 & Beyond." Opening remarks will be delivered by Lt. Governor-Elect Joe Garcia.

The 20-minute address, including a video presentation and photo slideshow, is expected to touch on regional accomplishments in 2010, including completion of improvements to South Academy Boulevard between Interstate 25 and State Highway 115, countywide road improvement projects, cleanup of grafitti at Rainbow Falls near Manitou Springs, improvements at Bear Creek Dog Park, and new public-private partnerships to generate job growth.

The address is also expected to preview regional projects for 2011, including the imminent move of some county services to the Corporate Ridge Administration Building adjacent to the former Intel plant off Garden of the Gods Road and shuffling of office space among other services and agencies.

Chairman Hisey is also expected to address challenges that lie ahead, including a projected double-digit percentage decline in property tax collections in the coming years and continued challenges in finding sustainable employment for regional residents who are currently out of work.
