$434,000 embezzled from Colorado Springs Utilities

The former head cashier of Colorado Springs Utilities has been arrested for allegedly embezzling $434,799.86 from the city-owned utility. Donna Inzer, 69, turned herself in to Colorado Springs Police on Thursday and was booked into the El Paso County Criminal Justice Center charged with felony theft.

The City Auditor's Office alleges that Inzer embezzled cash from December 2003 through February of this year, when the audit began. Police said that Inzer circumvented controls over the cashiers office and manipulated totals on daily summaries.  The scheme unraveled when a business received a disconnect notice, but proved that it had paid the bill.  At that point, the City Auditor's Office was called-in.
