Colorado Springs Utilities is considering a deal to lower gas rates. The city-owned utilities wants to lock in a rate that could save customers between $3.50 and $8 a year. Here's the catch: with recent troubles involving Wall Street firms, Colorado Spring City Council is urging caution. "There's a lot of fluctuation in the financial markets and the energy markets and we want to be very careful and make sure that we make a good deal for the ratepayers and we don't get stuck into something that backfires on us," said Margaret Radford, city councilwoman.

But Springs Utilities wants to move quickly. "Depending on where the markets are, markets could change at any good time of the year and we may not be able to realize this kind of savings in the future," said Bill Cherrier, Springs Utilities.

A vote is expected on Tuesday.
