On the trail of sex predator Paul Richard Fulkerson

Paul Richard Fulkerson, 43, was convicted of kidnapping a 13 year old girl, taking her to Gold Camp Road in Teller County and sexually assaulting her.

Acting on an anonymous tips we received by phone and through koaa.com, we checked out a Colorado Springs home on Livingston Avenue.  Although no one answered the door or phone there, we did find out Fulkerson lived there after he was let out of prison last August.  That was 2 months before he failed to register with authorities as required by law.

More recently he lived at an apartment on El Paso Place just north of downtown Colorado Springs.  His neighbors told us they haven’t seen him in a couple of months.

We also received tips that he might be in Kent, Washington, near Seattle.  Fulkerson's brother lives there, but the brother claims he hasn't heard from him.

Shaun McGuire, Fulkerson's parole supervisor, says the convict first violated parole in 2006 when he failed to follow guidelines in the sex offender management program.

"We do polygraphs that help make sure they're being honest with us, and he was keeping a lot of secrets," McGuire told News First Investigates, "and that is one thing that is really of concern."

That's because sex offenders typically use lies and manipulation to fool people into trusting them. Teller County Court records show in Fulkerson's case he fooled the victim and her family into trusting him. The 13 year old victim looked to him as a "father figure."

Fulkerson, who also goes by the nickname "White Bear," makes small crafts. Authorities think he could be found selling them at flea markets.

He also attended church and bible studies. His former pastor knew he was a sex offender and made sure Fulkerson wasn't around kids.  Fulkerson's parole supervisor fears the predator could now be at a new church with children.

"So if he's out there right now involved in those activities, there's no accountability. The pastor's not gonna be in communication with us, no one's monitoring him to make sure he's not having contact with children," said MsGuire.

Research shows that sex offenders are less likely to re-offend when they register with authorities and are in a management program. When they're on the run is when they're the most dangerous.
