GAO: Lack of communication allowed spread of rumors

A study by the investigative arm of Congress cites the Army's lack of communication with local residents for allowing rumors to spread as opposition increased over the planned expansion
of the Pinon Canyon Maneuver Site in southeastern Colorado.

The report released Tuesday by the Government Accountability Office says the Army's land acquisition approach is based on out-of-date strategic plans and recommends updates and new methods of keeping the public informed.

A second report on the Army's justification and whether the military violated a congressional ban on spending money on the project is also expected today.

The Army once proposed expanding the site from 370 square miles to more than 1,000 square miles but has since scaled that back to about 525 square miles.
