Colorado voters to decide fate of initiatives

A proposal to make it more difficult for voters to propose constitutional amendments is headed to the ballot. The Senate ratified changes made in the House to Senate Concurrent Resolution 3 yesterday. The measure passed in a 26-9 vote. It needed at least 24 votes - two-thirds of the Senate - to pass.
Backers of constitutional amendments would have to gather petition signatures in each of the state's Congressional districts to show there's statewide support. Critics say it could allow one congressional district to block a measure from getting on the ballot if people in that single district opposed it.
The measure would also require that groups trying to put a constitutional amendment on the ballot collect 50 percent more signatures than those only proposing a regular change to state law.
