Gov. Bill Ritter is backing an initiative that would finance college scholarships by taking away a property-tax deduction from the oil and gas industry. Ritter said Thursday the proposed ballot measure could provide scholarships for more than two-thirds of Colorado students.
The scholarships would be based on family income and how many students a family has in college. Ritter said ending the tax break could also provide money to ease the impacts of oil and gas development on transportation and water quality, protect wildlife habitat and fund clean-energy projects.
